What drives Victoria prices
Victoria is an island market. Fuel is trucked or barged in from the mainland, which is why the city runs above Vancouver on price. Everything that reaches the island crosses water, and that crossing adds cost before a litre ever hits a pump. Carriers on the island pay for that supply chain every time they fill, whether the fuel arrives by truck or by barge. The island position, not the size of the market, is what keeps the price where it is.
