Ottawa is the national capital on the Highway 417 and Highway 416 network, and its economy runs on government and tech. The city sits close to the Quebec border, so its pricing competes with Gatineau across the river. Government and tech keep the freight mix steady, with trucks serving an economy built on offices rather than heavy industry. That cross-border competition with Gatineau is the defining pressure on Ottawa's fuel prices, and it keeps the two sides of the river closely matched.
