What moves the New England (PADD 1A) figure

New England (PADD 1A) averages 6.441 a gallon this week, above the US national figure by 0.262. That spread is not weather and it is not one refinery outage. District prices separate on three things that stay put: the state fuel taxes the pump has to carry, the distance the fuel travels from the nearest refinery or import terminal, and how much of the local demand is trucks rather than cars.

The EIA surveys retail pumps, so 6.441 already includes every federal, state and local tax plus whatever margin the retailer is taking. It is a delivered retail price, not a wholesale rack price, and it is not your invoice.

It is also why this is a district and not a state. The EIA publishes ten districts and no state-level diesel series, so a state inside New England (PADD 1A) carries the district reading with its own tax position shown beside it, rather than a survey of that state alone.
