Quebec diesel prices
Across the line
Diesel crosses the border, but the number does not. The Canadian side is published per litre and the American side per gallon.
The American figure is the EIA weekly retail survey — published as $6.510/gal this week — shown the way an American carrier reads it, with the Canadian-dollar equivalent beside it. A gallon is not a litre, so these two lines measure the same fuel in different units and the cents will never match. What does compare is the market: a load crossing at New England buys its fuel somewhere else.

What drives Quebec prices
Quebec pays more for diesel than any other province in the Natural Resources Canada survey. In the print dated 29 September 2026 the province averaged 291.4 cents per litre, 30.5 cents above the national index of 260.9. That is not a rounding difference or a seasonal spike. It has held across prints.
Quebec's tax stack is a large part of it. The province applies a fuel tax and the Quebec sales tax on top, a different structure from the one most provinces use, and the combined effective rate is among the highest in the country. Tax is the one part of the pump price a carrier can plan around, because it does not move with the crude market.
The survey covers ten Quebec cities and the internal spread is narrower than Ontario's, which tells you something about how the province is supplied. Montreal and Quebec City anchor the St Lawrence corridor with the Lévis refinery between them, and most of the province's population sits along that line. Gatineau is close to the Ontario border and to Ottawa's supply, while Chicoutimi, Rimouski and Gaspé are at the end of long hauls, and Val-d'Or and Trois-Rivières sit between.
For a cross-border carrier this is the number to compare against Ontario rather than against Canada. A load from Toronto to Montreal crosses a fuel market boundary that matters more than the provincial line suggests.

Every price is an NRCan survey observation from the print dated Tue, 29 Sep 2026. The provincial figure is the unweighted mean of these 10 cities, the same figure that enters the Northern Mile Diesel Index. Prices include all federal and provincial fuel, carbon, and sales taxes.
